Customize template of firewalled domain router

When adding a Firewall Group to a Domain Router, we can limit access by IP address to specific virtual hosts.

Currently, a generic '403' message is being presented. We wish to customize this so we can add our own branding/messaging to prevent confusion as to why the firewall is active for that user (i.e., they should turn on their VPN).
